POSITION DESCRIPTION METEOROLOGICAL FORECASTER

Position: Meteorological Forecaster
Classification: Professional Staff
Reports To: Meteorological Services Manager
Purpose of the Position:
The Meteorological Forecaster has the purpose of running a professional
Meteorological Forecasting Station capable of a forecasting and
observing function in support of MONUC air operations. The
Meteorological Forecaster will under the direction of the Meteorological
Services Manager perform Station Meteorological Operations.
Tasks:
The Meteorological Forecaster's responsibilities will include, but not
be limited to, the following:
- Report, record and distribute weather observations and
forecasts in accordance with ICAO/WMO procedures.
- Collate, record and distribute weather forecasts and
observations in accordance with ICAO/WMO procedures for MONUC flights.
- Employ computer based forecasting models, satellite images,
radar images and real time weather data collected from Internet sources
provided by International agencies to predict weather patterns.
- Prepare and issue to all regional stations and MONUC air
operations staff the daily aviation weather forecast in writing using
the international TAF format that shall be recorded and distributed in
accordance with ICAO/WMO procedures.
- Prepare backup TAF, s for the following day.
- Prepare and disseminate a morning and afternoon pilot
weather-briefing folder to the regional stations in order to standardize
the weather briefing procedure across the RDC.
- Prepare a backup pilot weather briefing folder for regional
meteorological stations across the DRC
- Prepare and issue to all stations the daily National
Meteorological Weather Forecast to cover the following 24-hour period,
- Collect international weather data to support forecast and
observational activity for international MONUC flights.
- Maintain meteorological reporting Quality Control for all
subordinate reporting elements.
- Operate a weather office that is capable of meteorological
observations, forecasting, pilot weather briefings and maintenance of
records i.e. collecting and storing of statistical meteorological data
derived from observations and forecasts.
- Conduct meteorological operations i.e. Weather Pilot
briefings, en-route weather forecasts and observations for aircrew in
accordance with the Daily Flight Schedule (DFS) and as required for
Casevac/Medevac departures or any short notice flights sanctioned by the
DOA and CAVO/SATO
- Provide weather observations for all departing local, regional
and international flights.
- Assist with training, planning and coordination of
Meteorological issues under the direction of the Meteorological Services
Manager.
- Any other Meteorological issues as required by the
Meteorological Services Manager
Qualifications and Skills:
Mandatory
- Relevant tertiary Meteorological qualification with a minimum of 3
years operational experience in aviation weather forecasting.
- Experiences in the following areas:
- Aviation Meteorology
- Ability to compile TAFS (Terminal Aerodrome Forecasts), regional
weather forecasts and significant weather charts.
- Ability to compile Metars/Speci, s
- Prepare and distribute pilot weather briefings
- Effective oral and written communication skills
- Ability to operate independently and make sound decisions under
pressure.
- Excellent computer skills (Microsoft Word, Excel, Access, Macros,
links, Data-base)
- Valid vehicle operators license
- Computer literacy in Microsoft Office
- Maintain a strong discipline in air safety
Desirable
- Ability to read and speak French
- Tropical weather forecasting experience
Compensation
Base Salary: $ 5500 per month
Cost of Living Allowance: $ 153 per month
Travel Allowance: $ 102 per month
Food Allowance: $ 37 per day
Malaria Medication Allowance: $ 62 per month
Contract Completion Bonus: Equivalent to one month's base salary
