Elliot graduated from the Penn State Department of Meteorology with a B.S. and M.S. and has worked at AccuWeather since 1967. In addition, Elliot was a co-founder of AccuWeather's radio service in 1971. He is currently a Senior Vice–President and Chief Forecaster for AccuWeather."
