Job description

Overview:

IMSG is seeking to fill a Program Manager position for the National Weather Service (NWS) Office of Science and Technology (OSTI) Modeling Program Office. This position will interact with a collaborative team of program managers, scientists, and engineers from NWS, Office of Atmospheric Research (OAR) labs, National Center for Atmospheric Research (NCAR), and Academia. This position will also perform activities related to program management services related to science and technology integration of climate and weather modeling.

Responsibilities:

  • Help maintain project portfolios such as those related to global modeling, climate, sub-seasonal to seasonal (S2S) science and modeling, and related information including scope, schedule, progress, and project maturity level.
  • Coordinate, track, and manage programmatic and technical project activities related to the numerical modeling program.
  • In coordination with other modeling program managers (program, science, development, and operational), contribute to the execution and assessment including gap analysis and project maturity.
  • In coordination with the numerical modeling community, contribute to the development and maintenance of project related documents such as strategic plans, website content development, annual and quarterly reports.
  • Coordinate the High Performance Compute (HPC) resource applications, allocation, and monitor HPC usage during the real-time numerical model simulation experiments.
  • Support OSTI Modeling programmatic services such as workshops, meetings, website contents development, and other administrative responsibilities.
  • Coordinate, schedule, and facilitate regular meetings, including weekly and biweekly teleconferences, development team calls, and bi-annual/annual meetings.
  • Prepare meeting minutes, follow-up to reduce risks, resolve issues and maintain and improve program performance.
  • Prepare technical documents and reports to include supporting annual and quarterly reports, briefings, reporting, white papers and general information materials, as needed.
  • Perform other support, as needed, to include facilitating code management governance of the NCEP production suite.
  • Provide a Monthly Activities report to include a summary of activities to include details on customer deliverables, meetings and any planned activities discussed with the Government customer.

Qualifications:

  • Bachelor (BS/BA) or Masters (MS/MA) degree in physical sciences, engineering, project management, or similar related fields
  • Experience in global modeling, climate, sub-seasonal to seasonal (S2S) science and modeling, or a Meteorology/Earth Science/Environmental Science background.
  • 4+ years of relevant experience related to scientific/technical project management and program coordination.
  • Experience with google suite products/tools.
  • Team player and strong communication skills in a scientific/technical environment
  • Experience with programmatic services related to NOAA line offices and/or numerical weather prediction and modeling would be a strong plus.
  • Must have demonstrated experience working with senior level executives and possess effective oral and written communication skills.

Desired:

  • MS or PhD in Meteorology, Atmospheric Sciences, or Hydrometeorology with focus in numerical modeling.
  • Good understanding/experience with state-of-the-art data assimilation (DA) techniques and/or processing packages in earth system science or numerical weather prediction (NWP) models.
  • Experience/understanding in cloud computing.  
  • Prior working experience in similar programs/projects.
